Go to https://www.capitol.hawaii.gov and “register” or “sign in” at the top of the page. In the “Bill Status/Measure Status” box enter the Bill # (SB### or HB####) then click on “testimony” and follow the instructions. (If you don’t know the bill number you can put in the topic under “keywords” to find all bills on that topic.)
The testimony instructions allow you to submit written or oral testimony. Testimony must arrive at least 24 hours before the meeting at which the bill is to be heard (if a meeting is scheduled, the date, time and committee initials can be found on each bill’s page in the bottom right hand corner.)
